The entire point of the DLC is not to "Buy 'em all" like with most games, the point of the DLC is to get as much content out as possible to appease the various niches and desires out there by fans. So, instead they piecemeal it out via DLC to appease different niches. It's not financially realistic to appease all of these people by including this with the base game. Some people like scenic routes in mountains, others want to explore historical routes that aren't used anymore. Some like industrial-era trains, others like modern bullet trains.
